Renovation of the "Cinema Olimpia" - building declared of historical and artistic interest and subject to protection pursuant to Law no. 1089/39 - 2019\2020

The project involves the renovation of the building known as "Cinema Olimpia," located in the Municipality of Bordighera on Via Cadorna. This property has been declared of historical and artistic interest and is protected under Law no. 1089/39.
The façade facing Via Cadorna (west facade) is the main façade, characterized by an Art Nouveau style defined by a single color: a yellow background, and a white frame and stringcourse; the plinth is made of white marble. The other façades have no particular characteristics other than defining the actual volume of the cinema hall (see attached photographic documentation). Samples taken on the Art Nouveau façade revealed two additional color tones: the older (presumably the original) is a Ligurian red, the second a shade of green; the frames and stringcourses are in light shades.
The current roof is a hipped roof made of Marseille tiles, featuring a large dormer window facing north and several small skylights.
The structure extends over two levels: the ground floor houses the stalls, lobby, ticket office, and restrooms; the first floor houses the gallery with the lobby and additional restrooms, as well as an attic currently used for storage, accessed from the first-floor lobby. The two floors are connected by a marble staircase. Currently, the entire cinema, with the exception of the attic, has linoleum flooring over an existing, low-quality floor (partly terrazzo-like tiles and partly wood, with no particular pattern or design). The attic is in need of complete renovation, and currently features a concrete slab with an exposed roof structure of latticework and tiles, all without insulation.
The stalls currently feature a particularly visually striking air conditioning system, positioned in a highly visible location. Its design contrasts with the elegance of the room itself, complementing the existing heating system consisting of radiators on the perimeter walls.
All the perimeter walls of the room are covered with wood paneling and cornices that create frames containing frescoes by the painter Giuseppe Balbo.The project includes the restoration of the entire building's facades, with a focus on the main façade. The design proposal calls for a dual color scheme: the first in shades of green, the second in shades of red (see attached drawings); the colors used will be silicate-based.All interior flooring will be redone, replacing the wood (currently irreparable) in the stalls with new wooden planks of the same type (oak) as the previous one. All other rooms, with the exception of the gallery, which is also wood-clad, will be paved with large-format porcelain stoneware tiles (80x80 cm) with a soft statuary marble finish (Florim), creating a seamless space between the first and second levels, along with the staircase.
Two bathrooms will be created on the ground floor, both to optimize existing hallway spaces and to improve customer service.
Regarding the air conditioning system, the internal units will be positioned in the hall (as per the attached drawings) and screened with wood paneling matching the existing one.
The external units will be removed from the current south facade and moved to the attic after creating openings (for machinery ventilation) and restoring the roofing with aluminum or wooden shutters that follow the slope of the existing roof and match the color of the Marseille tiles to match the pitch.
The attic will be reclaimed through a change of use, creating an office space for the film business and a small apartment for the owner. The roof will be adequately insulated; new partitions and systems will be installed for the new business. All the remaining technical areas (see attached drawings) will be used and available for all the systems required to improve the film business. No changes will be made to the current roof height, but an existing space will be reclaimed without any modifications, except for the installation of a few mandatory skylights to meet the required air-conditioning ratio for the new residential business.
